Exploration Announcement: DARPA’s 10-Year Lunar Architecture (LunA-10) Capability Study (DARPA 2023)

Synopsis

The Defense Advanced Research Projects Agency (DARPA) has issued an exploration announcement for the 10-Year Lunar Architecture (LunA-10) Capability Study. Dated August 15, 2023, this document outlines the vision, scope, eligibility criteria, and guidelines for participation in this ambitious project.

The purpose of the LunA-10 Capability Study is to represent the master solicitation for the LunA-10 Exploration Announcement and the solicitation for the first EA Topic Area (TA), TA-1. DARPA plans to release EA Topic Areas against this master solicitation and will only accept proposals under each TA. Funding decisions will be reserved at each TA level.

The LunA-10 program is described as a means to rapidly solicit innovative and revolutionary approaches to design integrated, multi-service commercial nodes for mass-efficient lunar infrastructure. The program highlights the potential for multiple awards, including Research Other Transactions (OT) under specific legal authority.

The document further defines the eligibility criteria for applicants wishing to participate in the LunA-10 program. This includes details about eligible applicants, organizational conflicts of interest, and other vital information.

Included are general guidelines for awards and controlled unclassified information (CUI). The announcement also delves into representations, certifications, competition-sensitive information, and the Procurement Integrity Act (PIA).

The LunA-10 TA-1 Solicitation section describes the program’s scope, thrust areas, acquisition strategy, government integration, structure, deliverables, and procedures. This detailed overview provides insights into the goals, strategies, and operational aspects of the program.
