Report: International, North American and European Statistical Classifications for Space Economy Measurement (OECD/BEA/ESA/EU 2023)

Synopsis

The document presents the first-ever list of statistical codes to measure the space economy. It is a joint effort by the European Space Agency (ESA), Eurostat, and the Joint Research Centre (JRC), in cooperation with the Organisation for Economic Co-operation and Development (OECD) and the U.S. Bureau of Economic Analysis (BEA).

The goal is to develop comparable definitions and methodologies to construct “space economy thematic accounts” – satellite accounts that can isolate and analyze space-related economic activities within national accounts. This will help fill gaps in understanding the space economy across countries.

The report provides tables with classifications of space economy activities based on existing international, North American, and European statistical classifications. This is an initial step towards building the space economy thematic accounts.

The cooperation between ESA, Eurostat, JRC and other organizations is the first of its kind at the European level and has received continuous support from ESA and EU member states. Over 250 representatives from space agencies and national statistical offices have attended five workshops organized by the cooperating organizations.

The OECD highlighted the European and American experiences in its 2022 Handbook on Measuring the Space Economy. The statistical codes presented in this report aim to enable comparable measurement of the space economy internationally.
