Can Workforce Training Help Businesses Turn Satellite Data Into Useful Decisions?

Access to satellite data does not, by itself, create the ability to use it well. An organization also needs people who can select suitable information, understand its limitations, and connect the analysis to a business problem.

Upskill with SatEO, known as USE, addresses that human side of Earth observation. Its completed pilot offers a small but concrete example of training as a service supporting the wider adoption of space-based information.

What the Training Pilot Delivered

ESA’s USE project report, updated September 7, 2026, describes a project led by Germany’s thriveGEO that ran from October 2025 through June 2026.

Pilot customers included BASF Digital Farming, France’s space agency CNES, and the Australian Ocean Data Network. The program developed separate courses for technical specialists and people needing foundational geospatial knowledge.

Training combined online materials, live sessions, and practical work with satellite data. ESA reports four pilot cohorts, 57 learners added to the platform, and 41 participants attending live sessions.

These figures establish participation in a completed pilot. They do not show that every registered learner completed a course, nor do they establish a measured improvement in workplace productivity. The September date refers to the report update, not the timing of the training itself.

An Expanding Set of Tools Requires Informed Users

The wider environment helps explain the purpose of such training. The Copernicus Data Space Ecosystem provides access to European Earth-observation data and services. Its openEO interface supports cloud-based processing through a standardized approach, allowing users to work with datasets where the computing infrastructure already hosts them.

Such tools can make analysis more accessible. They do not remove the need to understand what the data represent or whether an analytical method fits a particular question.

For example, producing a change map is different from establishing why the change occurred. A business user may need additional records, field observations, or specialist interpretation before using that map to justify an operational decision.

Different Roles Need Different Capabilities

A useful training strategy begins with the work people are expected to perform.

A technical analyst may need to construct a repeatable processing workflow and explain its limitations. A product manager may need to decide whether a proposed service answers a customer’s question. A sales professional may need to describe capabilities without promising more than the evidence supports.

Giving all three the same course would risk teaching material that is too detailed for one role and insufficient for another.

This suggests an organizational approach in which foundational knowledge is shared, while advanced instruction follows specific responsibilities. The objective would be better coordination between specialists and the people who commission or use their work.

That is an interpretation of the training opportunity, rather than a measured outcome from the USE pilot.

How Training Value Should Be Measured

Attendance is an appropriate delivery metric, but a limited business-performance measure.

A stronger evaluation could ask participants to complete a realistic task before training, immediately afterward, and again after returning to work. The assessment could examine whether they choose appropriate data, document assumptions, recognize unsuitable results, and explain uncertainty clearly.

Organizations could also track whether workflows become easier to reproduce and whether specialist support requests become more focused. Any comparison should account for changes in software, staffing, and project complexity that might influence the results.

Longer-term evidence would be particularly useful. Knowledge retained and applied several months later has a different significance from a positive reaction at the end of a workshop.

Training as Part of the Space-Services Economy

USE highlights a business activity that can be overlooked when attention centers on satellites and software: helping organizations develop the capability to use those assets.

The commercial question is whether customers will pay for instruction that improves their work sufficiently to justify its cost. The public-interest question is whether better skills help more organizations use existing space infrastructure responsibly and effectively.

The completed pilot provides a basis for further evaluation. Demonstrating sustained learning, repeat demand, and workplace outcomes would strengthen the evidence beyond participation alone.
