Nine U.S. senators asked the Defense Department’s Inspector General on October 15, 2026, to investigate reported Starlink and Starshield restrictions affecting Ukraine. The bipartisan request, led by Jeanne Shaheen and Thom Tillis, seeks an examination of service changes, government oversight, and reported failures in warnings provided to American personnel.
The published letter asks investigators to establish who directed or knew about changes, whether SpaceX complied with contracts, and whether personnel received advance notice. It also requests preservation of relevant records. These are questions submitted for investigation, not Inspector General findings.
Starshield is SpaceX’s government-focused offering, encompassing secure communications, Earth observation, and hosted payloads. Those functions extend beyond the consumer broadband service associated with Starlink. New Space Economy’s explanation of Starshield describes the distinction between the company’s commercial connectivity business and its government systems.
A service restriction based on terminal movement concerns how fast an aircraft or drone travels, rather than the rate at which it downloads data. In an October 16 Associated Press interview, Ukrainian presidential adviser Serhii Beskrestnov described a cutoff above 160 kilometers per hour. He said communication outages had been corrected but the movement-speed restriction remained, affecting drone operations. President Donald Trump told reporters that he had not ordered the restrictions.
The senators separately address reported intelligence-sharing and threat-warning disruptions. They ask whether these problems were connected to satellite restrictions and whether American personnel were prevented from reaching shelter during attacks.
The senators requested written confirmation of the investigation’s status and an initial briefing by November 1. Their request also asks what corrective measures are being taken to maintain communications and warnings for personnel in Ukraine.
