Shanghai’s satellite internet plan for 2027–2030 links constellation deployment with manufacturing, ground infrastructure, terminals, and customer services. Six municipal bodies jointly issued the official action-plan notice, signed October 22 and published October 26, 2026.
The issuing organizations include Shanghai’s economy and informatization commission, cyberspace administration, defense technology industry office, development and reform commission, science and technology commission, and communications administration. The notice directs relevant organizations to implement the plan.
According to The Paper’s detailed account, its 2030 targets exceed 3,000 satellites in orbit and RMB 80 billion in core-industry scale. It also calls for more than 100 demonstration applications. These are development targets; the monetary figure is not a budget allocation.
Manufacturing and Ground Infrastructure
Songjiang and Pudong form the principal industrial clusters. Songjiang’s role includes satellite batch manufacturing, networking, commercial applications, and control facilities. Pudong emphasizes low-orbit commercial systems, very-low-orbit technology, chips, payloads, and terminals.
The plan also supports ground infrastructure for global operations and a simulation platform capable of representing more than 10,000 satellites. A simulator’s capacity is distinct from the number of spacecraft actually deployed.
This extends the commercial requirements discussed in New Space Economy’s coverage of China’s satellite deployment activity. Launching spacecraft supplies orbital hardware. Delivering connectivity also requires user equipment, ground connections, network operations, and customers purchasing services.
Aircraft and Consumer Connectivity
The Paper reports that the plan promotes satellite terminals on civil aircraft and consumer connections through compatible phones or portable terminals. It also encourages service packages intended to reduce user costs.
These provisions connect the manufacturing program to specific routes for customer adoption: equipment installation aboard aircraft and accessible terminals and service packages for individual users.
