Experimental Permit

An FAA authorization for certain reusable suborbital rocket research, development, testing, crew training, or demonstration activities. It is separate from a full commercial launch or reentry license and operates under Part 437.

National Environmental Policy Act

A federal procedural law requiring agencies to consider environmental consequences before making covered decisions. It does not require a particular outcome, but it shapes analysis, disclosure, alternatives, mitigation, and public participation.

Part 450

The FAA regulation governing commercial launch and reentry vehicle operator licenses. It uses performance-based safety requirements and can authorize a portfolio of operations when the approved scope covers the proposed activity.

Section 7 Consultation

The Endangered Species Act process through which a federal agency consults wildlife authorities about whether an action may jeopardize a listed species or adversely modify designated habitat. The proposed rule identifies this provision for waiver.

Section 106 Review

The National Historic Preservation Act process requiring a federal agency to identify and consider effects on historic properties. It can include consultation with tribes, state historic preservation officers, local parties, and members of the public.
