Paper: The New Brazilian National Program of Space Activities – PNAE (2022-2031): What to Expect (AEB 2022)

The paper titled “The New Brazilian National Program of Space Activities – PNAE (2022-2031): What to expect” was presented at the 73rd International Astronautical Congress (IAC) in Paris, France, in September 2022. The paper discusses the Brazilian National Programme of Space Activities (PNAE) for the period 2022-2031. The paper analyzes the PNAE’s elements from a space law and policy perspective, examining the evolution of the Brazilian national program and assessing how PNAE 2022-2031 is expected to guide national space activities, enable and incentivize investments in the space sector, and ensure that national activities comply with the State’s obligations under international space law.

The PNAE 2022-2031 is divided into three major sections: the strategic dimension, the tactical dimension, and the sectorial dimension, each containing a set of goals for the Brazilian space policy. The strategic dimension focuses on seven Strategic Space Objectives (OEE), which include establishing a Brazilian State Space Programme with guaranteed resources, effectively serving the needs of society and the State, developing the national industry, stimulating business and entrepreneurship in the national private sector, promoting scientific and technological development, fostering international cooperation, and ensuring the sustainability of space activities.

The tactical dimension of the PNAE proposes action axes that will meet its strategic vision, the directions that will guide its deliverables, and the systematic organization for sector programs. The sectorial dimension illustrates the set of PNAE’s deliverables, which include programs, structuring plans, and initiatives.
