Report: Indian Space Policy (2023)

Here are the key points from the Indian Space Policy 2023:

  • The vision is to augment space capabilities, encourage commercial space presence, use space to drive technology development, pursue international relations, and create an ecosystem for implementing space applications.
  • Key strategy is to encourage private sector participation across the space value chain, while government focuses on R&D, public goods and services, stable regulatory framework, and promoting education and awareness.
  • Non-government entities (NGEs) can undertake end-to-end space activities under guidelines by the regulatory body IN-SPACe. This includes building and operating satellites, ground stations, launch vehicles, infrastructure etc.
  • IN-SPACe will promote, handhold, authorize and regulate space activities by both government and private players. It will provide single window clearances, promote clusters/hubs, enable technology transfer from ISRO, and more.
  • ISRO will focus on R&D, human spaceflight program, and technology sharing. It will provide open access to satellite data above certain thresholds.
  • NSIL is the commercial arm responsible for manufacturing, leasing, procuring space assets.
  • DOS will oversee policy implementation, ensure earth observation capabilities, satellite navigation services, coordinate international cooperation, and more.

In summary, the policy aims to transform the space sector by enabling greater private sector participation under an independent regulatory body, while public agencies focus on R&D, services and policymaking.
