What Changed in Global Space Policy? Review: August 14–September 14, 2026

The most consequential developments were a new U.S. space transportation policy, the launch of a U.S. certification pilot for novel commercial missions, and European commitments linking strategic autonomy with coordinated government purchasing. International discussions also produced practical proposals for traffic coordination and renewed support for shared spectrum rules.

The important distinction: executive directives, regulatory proposals, political declarations, and funded programs are different stages of policy. Much of this month’s activity sets direction; implementation and spending decisions still lie ahead.

U.S. Transportation Policy Sets a New Direction

On August 20, the White House issued a National Space Transportation Policy directing agencies to expand launch and reentry infrastructure, improve commercial access to federal facilities, and coordinate procurement. It establishes a goal for U.S. ranges to support more than 1,000 launches and reentries annually by 2030.

The policy also directs work on an industrial-base strategy, spectrum access, export opportunities, and rapid restoration of space capabilities. It favors commercial transportation for government needs while retaining specified national-security and public-safety exceptions.

Why it matters: the policy addresses constraints beyond rocket production – range availability, airspace integration, infrastructure, and predictable demand. These can determine whether commercial capacity actually becomes usable.

Status: issued presidential directive. The 2030 figure is a capacity goal, not a forecast or achieved launch rate. Agency implementation, available funding, and subsequent regulatory actions remain important.

Regulation and Market Access: A U.S. Pilot and Continuing European Debate

The Office of Space Commerce opened its Space Commerce Certification pilot on August 20, inviting U.S. companies to submit novel mission concepts by October 5.

Selected participants will work through an interagency review to identify concerns and develop adjustments or operating practices. Commerce intends to issue certifications that could help accelerate other regulatory requirements.

Why it matters: unclear approval pathways can delay investment in activities such as servicing, manufacturing, and other emerging in-space businesses.

Status: pilot underway, not a blanket replacement for existing licensing obligations. Selection is not guaranteed, and the process is still being tested.

In Europe, the EU Space Act remains presented by the European Commission as a legislative proposal. It seeks a common framework for safety, resilience, and sustainability. The reviewed material did not establish final adoption during this period; summit support should not be mistaken for enacted legislation.

Strategic Autonomy Moves Toward Coordinated Demand

A European space-policy declaration published September 10 calls for more predictable, aggregated institutional launch demand, stronger supply chains, and reduced dependence on non-European infrastructure and services.

It supports accelerating IRIS² secure connectivity, developing governmental Earth-observation capabilities, and using public procurement to strengthen commercial markets. It also calls for proportionate regulation that does not impose excessive burdens on smaller companies.

Why it matters: coordinated purchasing can provide suppliers with a more dependable customer base. The unresolved trade-off is how to support European capability while preserving competition, affordability, and useful international partnerships.

Status: political commitment, not a completed procurement program or a new appropriation.

India’s September 10 statement to the Paris summit emphasized international law, open scientific data, sustainability, and international partnerships. It reiterated space-station and human lunar ambitions; these were statements of direction, not new treaty obligations or demonstrated capabilities.

Space Security: Practical Coordination, but No Treaty Breakthrough

The UNIDIR Outer Space Security Conference took place on September 8–9 in Geneva. Discussions addressed threats to systems serving both civilian and military users, strategic stability, commercial actors, and approaches to preventing an arms race in space.

Why it matters: a satellite can support ordinary communications and military operations simultaneously. This complicates assessments of hostile intent and the consequences of disruption.

Status: completed policy dialogue. The published conference material does not establish a newly adopted arms-control agreement.

Separately, the September 10 Paris declaration on sustainable use of outer space reaffirmed the Outer Space Treaty and supported work through the UN Committee on the Peaceful Uses of Outer Space, or COPUOS. Canada was among its signatories.

Orbital Debris and Traffic Coordination Gain Practical Attention

The Paris sustainability declaration proposes considering an international coordination framework under COPUOS that would help operators maintain and share current contact information. It also supports the work of the UN expert group on space situational awareness.

Why it matters: detecting a possible collision is only part of the problem. Operators also need to identify the responsible counterpart and coordinate a response promptly.

Status: a proposed coordination approach, not an operating global traffic-control authority.

ESA’s Annual Space Environment Report, Issue 10.1, dated September 8, supplies an updated evidence base. Its assessment documents continuing growth in orbital objects and launch traffic, while examining disposal, fragmentation, and collision prevention.

The report primarily assesses activity through 2025. Its September publication date should not be interpreted as a real-time September 2026 inventory. It is an assessment, not a new regulation.

Spectrum and Connectivity: A Near-Term U.S. Decision

On September 9, the FCC released a draft satellite-spectrum package for tentative consideration on September 30. It would expand satellite use of the 12.7–13.25 GHz and 42–42.5 GHz bands – 1,050 MHz combined.

The proposed changes cover broadband links, connectivity aboard aircraft and ships, and satellite gateway connections. Additional proposals would seek comment on spectrum for emerging space activities.

Why it matters: spectrum availability and interference protections shape network capacity, service quality, and competition.

Status: draft awaiting a vote. The document explicitly states that it does not constitute official Commission action.

Internationally, a September 10 statement supporting the ITU framework called for evidence-based rules balancing geostationary networks and newer constellations. It also highlighted direct-to-device communications ahead of WRC-27.

That statement is explicitly nonbinding; it does not itself amend the ITU Radio Regulations.

Public Funding: Temporary Continuity, Not Final Priorities

The U.S. House completed congressional passage of a continuing resolution on September 1, maintaining current funding levels with limited changes through December 11. SpacePolicyOnline’s updated report records presidential signature on September 2.

Why it matters: temporary funding reduces immediate disruption but does not settle the full-year balance between science, exploration, and national-security space programs. Proposed increases or reductions should not be treated as final program budgets.

Workforce policy also advanced. Following the August 28 executive order, NASA held the first Space Academy commission meeting on September 9 and issued a request for state hosting proposals on September 10.

Status: planning and consultation underway, not an operating academy. Responses are due October 26; the announced construction and enrollment dates remain targets.

Lunar Governance and Commercial Stations

For lunar governance, the clearest verified practical development was implementation of existing cooperation principles. NASA reported on September 11 that its Artemis Accords open-science workshops concluded on September 8, addressing data-sharing practices, tools, and interoperability.

Why it matters: accessible, compatible datasets can broaden participation in lunar science. However, this does not settle resource ownership, extraction rights, or allocation of lunar sites. No newly adopted global resource-allocation agreement was verified in this review.

For the post-ISS era, European ministers issued a call for stronger exploration capabilities, dated September 9 and published the following day. Supported by Canada, it asks ESA to prepare options for a December 2026 ministerial decision, including sustained access to low Earth orbit and possible European astronaut transportation.

Status: request for options, not approval of a new crew vehicle.

NASA’s July 6 commercial-station procurement announcement remains relevant background, but falls outside this review period. No newer final station award was verified here.

The central question for the coming period is whether these commitments produce funded programs, usable approval pathways, and operational coordination arrangements. Those implementation steps will have greater immediate effects on businesses and public services than declarations alone.
